His impressive reputation has allowed inclusion on many professional institutions whose job it is to influence and set parameters relating to programmable electronic safety systems. Ken is currently a UK member of The IEC 61508 Committee (General Functional Safety Standard for Electrical Based Safety Systems), The IEC 61511 Committee (process industry sector specific of IEC 61508), a member of The IEC 61165 (Marcov) committee and a committee member of The IGAS E Programmable Safety System.

Ron Bell, OBE, BSC, CENG, FIET, FS Expert (TÜV Rheinland)

One of the most influential figureheads in the field, Ron has been recognised for his work and was appointed an OBE, In 1998 he was appointed as one of the five UK members of the binational Channel Tunnel Safety Authority (CTSA) by the Health and Safety Commission which is a post he still holds. Ron went on to chair one of the two IEC working groups responsible for Editions 1 and 2 of IEC 61508 (the international standard dealing with safety critical systems) and is also a FS Expert (TÜV Rheinland).

EUR ING Simon J Burwood BEng (Hons.), MIET, FSaRS, RFSE CEng, FS Expert (TÜV Rheinland)

Simon has worked globally chairing and facilitating HAZOP and SIL Determination studies. He specialises in IEC61508/61511-compliance and reliability analysis for Oil and Gas, Petrochemical, Manufacturing and other industries. Simon's most notable achievements include (but are certainly not limited too): becoming a Chevron-certified Safety Objective Analysis Facilitator (SIS-201 & SIS-202); achieving BP-approved status as a HAZOP and LOPA study facilitator; selection by the the IET as an Expert Tutor for the 2012-2014 IET Professional Development Course on Safety Critical Systems and development of ESC’s in-house software tool, ProSET®. Simon also made major contributions to The Safety Critical Systems Handbook (2010 edition – 978-0080967813) and is a regular speaker for The Institute of Engineering and Technology’s (IET) annual SIL Seminars. Simon is a Registered Functional Safety Engineer (RFSE) through InstMC and is also a member of the BSI GEL/065/01 Committee and has recently been appointed to the IEC 61511 Maintenance Committee (MT61511) as a UK expert on Functional Safety. Simon J Brown BSc (Hons.), CEng, FIET

Since 2005 Simon led HSE Offshore Division's electrical & control systems specialist inspection team covering all oil and gas installations across the UKCS. In 2015 he became head of HSE Offshore Division’s technical unit covering electrical & control systems, process integrity, fire/explosion/risk assessment, human factors and occupational health. During his time with HSE Simon served on a number of influential bodies. He was a member of the IEC working groups responsible for IEC 61508 and IEC 61511. He was a member of the Institution of Measurement & Control Safety Panel and the IET advisory group on Electromagnetic Compatibility. He was the principal EC&I advisor to both the HSE Offshore Division Deepwater Horizon review group and to the Buncefield Major Incident Investigation Board. He was a member of the API working group responsible for API 2350 Petroleum storage tank overfill prevention systems and was chair of the offshore oil and gas International Regulator’s Forum (IRF) sub-group on standards.

EUR ING David Green B.Eng. (Hons.) CEng, MIET, MInstMC, RFSE, FS Expert (TÜV Rheinland)

David has spent most of his career working in top tier COMAH manufacturing sites, maintaining the instrumentation systems on the organisation’s behalf including technical lead for Safety Lifecycle Management for five years at the UK’s second largest Refinery. David is a Chartered Engineer (CEng), registered European Engineer (EUR ING), Registered Functional; Safety Engineer (InstMC) and member of the Institute of Measurement and Control Safety Panel, with more than 14 years’ experience in safety-related applications. He is a certified ‘Reliability and Functional Safety Engineer’ (Technis) and holds Shell certification (SIFProTM Facilitator) in Safety Instrumented Systems. He has chaired and facilitated numerous HAZID, HAZOP, SIL Determination and Layers of Protection Analysis (LOPA) studies and delivering SIL Verification studies and full lifecycle documentation. David is an FS Expert (TÜV Rheinland) in Safety Instrumented Systems.

Paulo is a Chartered Engineer (CEng) with more than 10 years’ experience in asset management and safety applications. Paulo was the Functional Safety Leader for a COMAH top tier site where he was accountable for the development and implementation of IEC61511 compliant systems, covering the whole lifecycle including competence and with links to broader Process Safety areas like process hazard analysis, human factors, alarm management and compliance auditing under OSHA 1910. As part of ESC’s team Paulo specialises in IEC61508/61511 compliance, certification and broader reliability analysis, including experience in chairing SIL Determination studies, SIL verification and reliability modelling, IEC61511/IEC61508 compliance gap analysis, Functional Safety Assessments, competence reviews and product certification including FMEA studies.

Dr Fan Ye has worked in safety consultancy in industries including oil and gas, chemical, nuclear power and defence since completing his PhD in 2005. Fan is a Charted Engineer (CEng) by the Engineering Council via IET. He is an FS Engineer (TÜV Rheinland) and Technis certified Functional Safety Engineer. He is a GIAC certified Global Industrial Control Security Professional (GICSP). His expertise lies in the areas of hazard identification and risk assessment, safety case development, safety management, system reliability, and ICS Cyber Security. Fan is a committee member of both the BSI GEL/65/1 and the IEC 61508 Part 3.
